The Challenge
County governments managing property-tax appeals faced slow, manual, and siloed processes: large volumes of mixed structured and unstructured records (PDFs, scans, SQL data), inconsistent data quality, and limited visibility into appeal trends. These constraints produced long case cycle times, high administrative overhead, and difficulty detecting patterns or systemic issues. Our client needed a scalable, multi-tenant solution that could securely ingest on-prem and cloud sources, normalize and classify diverse documents, extract key values reliably, and deliver predictive insights and real-time dashboards — all while preserving strict data isolation for each county tenant and meeting compliance and performance requirements.
The Solution
Techment designed and implemented a cloud-native, SaaS-ready Appeals Portal that seamlessly integrates citizen engagement, operational workflows, AI-driven intelligence, and governance into a unified, secure platform. The citizen interface enables property owners to file informal and formal appeals through guided workflows, track real-time status, access property comparables, and communicate directly with assessors, all while ensuring secure authentication and ADA-compliant accessibility. On the operational side, the staff portal empowers assessors with live KPI dashboards, AI-assisted summaries, smart appeal prioritization, and bulk processing capabilities to improve efficiency and decision-making. A dynamic rules engine automates assignment, prioritization, and resolution workflows. The platform also offers robust governance through role-based access control, configurable appeal types, audit trails, and multi-tenant SaaS support, allowing counties to customize workflows, branding, and business rules while ensuring transparency, scalability, and operational consistency.

Techment architected the Appeals Portal as a cloud-native, multi-tenant SaaS platform on Microsoft Azure, ensuring scalability, security, and county-specific configurability from the outset. The solution features seamlessly integrated Citizen and Staff portals, enabling structured appeal workflows supported by dynamic business rules and governance controls. Serverless Azure Functions drive workflow automation, while Cosmos DB and Blob Storage ensure secure, high-volume data and document management. Real-time dashboards, bulk action capabilities, and AI-assisted summaries enhance operational efficiency and decision consistency. Robust authentication is enforced through OAuth and SSO mechanisms, ensuring secure and compliant access. The platform is built with ADA-compliant design standards to support accessibility for all users. Additionally, Azure Monitor and Application Insights provide end-to-end observability, enabling continuous performance tracking and optimization, particularly during peak appeal periods.
